CALL MEETING TO ORDER - FLAG SALUTE- Serena opened the meeting with the Pledge of Allegiance. Serena made the statement that no public comments would be allowed until the Public Comment section.
AGENDA ADJUSTMENTS – Item 8 was taken up first.
APPROVE MINUTES – May 21, 2026, Minutes- A motion was made and seconded to accept the minutes as written. The motion passed unanimously.
4. WARRANTS- A. Payroll Warrant #17-$8,491.89
B. Accounts Payable Warrant #18-$116,479.76
The board reviewed and approved the warrants. The board signed the warrants.
OLD BUSINESS- NONE
PUBLIC WORKS- Tim gave an overview of what he has been doing with maintenance on the machinery and an overview of the Dump Truck and what is needed to be done to get it inspected. Tim said he could get a trailer mounted radar from the state to use for two weeks and is trying to figure out where best to place it. Tim said he is waiting for a call back from CMP to get permission to put the Flags from Cole Museum on the telephone poles.
PUBLIC SAFETY- Ryan asked about the status of the vernal pool on the land bought for the Fire Department. Serena said that I.F. & W and D.E.P. are coming out again on Thursday. Serena is of the opinion that this is not a “natural” vernal pool, that it was created due to an installed culvert and hopefully they will see that.
ANNUAL PERFORMANCE REVIEWS- Serena said they have instituted Annual Performance Reviews going forward. All have passed with “flying colors.”
C.E.O.- William Scott attended the meeting concerning his property on Simpson Corner Road (RT 143) where his daughter’s grandmother, Christie Mitchell, has taken up residence and has created concern about the amount of debris that is there. Mr. Scott explained that he allowed them on the land with expectation that they were going to purchase 2 acres as they had no other place to go. Mr. Scott stated that he told them before they came they had to abide by the laws and code of the town. Mr. Scott stated that what is going on there is there “doings” not his. He explained that MS Mitchell is currently cleaning the debris up by herself. He explained that MS Mitchell’s husband’s health does not allow him to help and their son, he declined to comment on him. Mr. Scott proposed three possible options. (1) Let MS Mitchell stay and continue cleaning until she is finished and then she will leave, (2) let Ms. Mitchell stay and continue cleaning and if anyone would like to help to get it done faster that would be welcomed, and then Ms. Mitchell will leave. (3). Mr. Scott will sell the property to MS Mitchell for $1.00 and wash his hands from it all. John Barry clarified that Mr. Scott would allow others to come on his land to help clean up. Mr. Scott said yes. Mr. Scott emphasized that his situation was not his doings and that he was not happy with conditions either. He said in the beginning he had empathy for MS Mitchell’s situation and was trying to help a person in need. There was much more discussion. Serena asked Mr. Scott if he would be able to attend an executive session with the Selectboard tomorrow, Wednesday, June 3rd. Mr. Scott said yes. An 11:00 am time was set.
OPEN CLERK POSITION- Kasey Shute has taken another job in Monroe, however Val Thew has been hired to train for the Clerks position and will start June 16th.
MISC/PUBLIC COMMENT-- Richard Proctor asked expressed concern about the road breaking up on Route 143 just after the North Road going toward the school. Tim said when the residents that live right there inquired about the same concern, Tim told them he had already called as the Dixmont Road Commissioner, but that if they called as residents they might get a quicker response, which they said they would. The place has been cold patched.
Lois Rowe requested permission to fix the fence at the Legion park. The Selectboard gave them free reign to do what needs to be done. Lois also is of the opinion that if the Flags cannot be put up before 4th of July then don’t bother to put them up. Tim Rogers said they would be up before then.
