PRESENT-Serena Bemis, David Bright, James Zimmerman, Shirlene Lindsey, Julie Bonin, Tim Rogers

OTHERS PRESENT- Tom & Lois Rowe, Margarete and Hans Ebel, Janice Boyd, Tom and Sandy Cromwell, Tom Sutherby, Dwight Eddy, John Barry, Don Lacadie, Randy Nason, Dawn Rawley, Ken Bacon, Kelly and Kevine Whitaker, Beth Swartz, Catherine Reynold , Erin Whitham.

CALL MEETING TO ORDER - FLAG SALUTE-Serena opened the meeting with the Pledge of Allegiance.

AGENDA ADJUSTMENTS – NONE

APPROVE MINUTES – March 3, 2026 Minutes- A motion was made and seconded to accept the minutes as written. Motion passed unanimously.

4. WARRANTS - A. Payroll Warrant #7-3,572.59

B. Accounts Payable #8-24,304.52

The Board reviewed and approved the warrants. The Board signed the warrants.

OLD BUSINESS- NONE

PUBLIC WORKS REPORT- Surviving the mud season is the major priority right now. Tim said he was traveling the roads taking notes on places that need attention. Tim was asked when he would start grading. Tim said when things dry out.

PUBLIC SAFETY- No Report

ZELINSKI PROPERTY- Serena gave an update to where they were with the sale of the property. The property is now in the hands of the realtor. Interested parties will be notified.

ALL ROADS OPEN TO ATVS- At the prior Selectboard meeting a request had been made to the Board to open all town roads for ATV access. It was decided then to put the request on the next board meeting agenda for discussion. There were comments made in favor and comments made against. Dust, noise and speed where concerns for those against. Those in favor stated they just wanted access to get to trails. There was concerns expressed that the Board had inadequately notified the town’s people that this would be discussed and voted on at this board meeting. Serena stated that the reason it was decided to address this issue at this meeting versus the March 3rd meeting was to give time for others to be made aware that this is being considered and a chance to attend this meeting. This has been posted on several different face book pages and word of mouth. Other than sending postcards out to each and every household, which incurs expense, Serena asked what else can the board do? David offered to head a meeting at 9:00 am (one hour before the start of Town Meeting) on Saturday for people to discuss the issue so the board could get an idea of where the town’s people lean on this topic, keeping in mind that the Board would make the ultimate decision. There was much more discussion. Jim Zimmerman made a motion to open Town Roads for ATV access following the current Town ATV guidelines, riding between 8am to 8pm with a 15-mph speed limit for the 2026 season starting no earlier than May 15th (depending on ground saturation), no later than Oct 15th to be revisited in 2027. The motion was seconded. The motion passed 2 in favor (Serena and Jim) and 1 abstained (David did not want to vote until he got a sense of what the people thought at town meeting). The Board stated that they have the ability to reverse this decision if problems arise.

COMP PLAN QUESTIONAIRE- Beth spoke to the scenic views of local importance in regard to the Natural Resource section of the Comp Plan. A required element in the natural resource section in Com Plan is to address local, state scenic views. That data is needed in order to meet that requirement which Beth does not have Beth would like to hand out the questionnaire at the Town Meeting encouraging people to fill it out and leave it in the box provided before they leave.

SIGN SUPPLEMENT TAX BILL-The Board signed supplemental bills for Wayne Garnett for land that was previously known as “Unknow Property.” Brian Wilson, who did the foot work to find the rightful owner, has asked that the tax bill be sent to him as he is purchasing the property from Mr. Garnett.

MISC/PUBLIC COMMENT-

Information on loss of taxes for IF&W land purchase- No action will be taken.

Sick leave policy-The board signed the new policy.

SELECTBOARD CONCERN/COMMENTS:

A. DAVID- David will hold a pre-meeting at 9:00am before Town Meeting.

B. JIM- There is a new Rec Page

C. SERENA- Would like Jim to come to office and show the office staff how to add things to the Website.
